That's true, he did say he wouldn't - but he should have extracted more from you for that promise
At the time, it seemed like there could/would be some genuine competition to him for Policy. And he ended up getting 16 votes from me rather than 10, so I think it was a good play. Didn't make much difference in the end, but that's usually how the agenda phase goes - after everyone makes the deals it becomes obvious who isn't going to win some votes so switches happen and it becomes a landslide.
I didn't understand why you were at first promising only 10 votes when you couldn't actually vote on the first agenda. What were you saving the other 6 votes for?
