Sure, but he's been plenty willing to pay that cost so far (and IH has been happy to feed him what he needs to do it). So the card doesn't really get me the same benefit as other ceasefires, it just delays him 1 turn and makes him spend 3 TG/influence more (or none if he took Warfare). Which is good... just not as good as the usual effect of a ceasefire. Making Twelve pay 3TG/influence isn't worth me giving up 6TG from my trade agreement.

3 of those 4 attacks were defensive. You, Khell and Morgoth either invaded my territory or broke an existing deal with me. And Tapper I did pay him a small token as an apology and he had a chance to retreat. The threat of taking your homeworld in hindsight I should have done as you are clearly a ruthless cold hearted snake Instead of a furry peace loving kitty. Are you sure you arent playing the Naluu?

At the time, it seemed like there could/would be some genuine competition to him for Policy. And he ended up getting 16 votes from me rather than 10, so I think it was a good play. Didn't make much difference in the end, but that's usually how the agenda phase goes - after everyone makes the deals it becomes obvious who isn't going to win some votes so switches happen and it becomes a landslide.
