They don't really work together. Presidents gets choice of 3 random policies, and then passes 2 to chancellor. No one else sees them. Afterwards those two can say whatever they want about them.

Those of us who play mafia are used to weekend breaks because people generally don't have time to play during weekends so we don't count those as game days, guess that carries over to SH too
