I have a project in mind, though no resources or knowledge to go through with it. So I'll share it here.

We need some mildly run-down apartament building with an elevator. What we need to do is:
1. Make the lights flicker significantly.
2. Hide a device, perhaps mount it on the outside wall of the elevator on the side of the shaft, with some recording of a child crying. Can add some odd whispers (best played backwards) for extra flavour.
3. Mount some tiny concealed camera in the elevator to track results.
4. See if people freak out.

Doable, if you've got the budget for it.

The lights would be tricky - as you'd have to rewire the elevator lights into your control circuit.

That sounds like a fun project. The out side of an elevator car is very noisy, and many cars are soundproofed to cut down on the machinery noises coming in from the shaft. The floors of the cars are usually big steel or lead plates. You may have to mount your speakers on the inside of the car somehow.
