There is an episode of Star Trek: Voyager in which they visit a planet of telepaths.
As such there are literally thought police. No one is allowed to have aggressive or violent thoughts. The control is so comprehensive that people on this planet cannot seem to conceive of violence somehow, yet they can understand it.
Anyway, Torres is arrested for having thought about knocking some guy over that bumped into her.
My problem here is the following: the Federation abides by the laws of planets they visit. So I'd assume it would standard procedure to check local laws for things that are uncommon. Such as murder is legal if the victim looked at you at a 45 degree angle or I don't know... violent or aggressive thoughts are illegal.
Also Tuvok, Voyager's security chief, develops a report with one of the high ranking police officials and finds out about the illegal thought stuff. Considering he's Vulcan and thus arrogant about emotionally uncontrolled species that surround him on the ship you'd think he'd mention this.
At the very least they could have briefed the away-teams about this, but I think they may even have declared general shore leave.
To be honest I'd be checking local laws and had I seen that one I would have just stayed back on the ship and hung out on the holodeck.
Frankly I'm surprised not everyone was arrested 5 minutes after beaming down.

But Torres was provoked by some kind of violent thought black market so that they'd have stock to sell. These people are so susceptible to violent thoughts that the idea of shoving a person over can push and old lady to murder with a knife in broad daylight in front of witness in cold blood.
If that's the case I'd get rich on the black market. And I like to think they name their thoughts like we name death metal songs:

Dealer:
-"Oh this is some good stuff. We call it Compelled to Lacerate. Careful you might go off and murder some innocent vendor in the market."
-"You want the hard shit? Alright I've got this one, called 'Hammer Smashed Face'. One of the best rushes."
Or

If I were an invader I wouldn't attack physically I'd just drop of some psychiatric patients and give them access to the Terran internet of the 21st century.
The population would become Reavers ala Serenity in a matter of hours.

The problem stems from the fact that they are in uncharted space and thus unfamiliar with any of the odd local laws the culture has developed.

At least that is the intended way you should swallow it ^_^

Can't decide if this should go into messing groove or happy thread, so here it goes:
Friday night I went down to the club, not much was happening, so after a short while I made a booty call, right. So, I sit down with a beer and wait. A few minutes later this hot blonde sits next to me and starts talking... I guess I was being hit on! Real nice, but the timing was bad, I already called the other girl to come by and it would be rude to not honour our agreement. So I had to pass on the new one. I wonder if I'll meet her again sometime, I wouldn't mind at all!

As a side note, there really must be something about confidence. Since I got back into regularly hitting 2nd base, I've noted an increased interest from women. Coincidence?
