The processes that need to be done to Mars to make it habitable aren't conducive to human life while they're going.
Therefore it probably couldn't be done here either, even on a less drastic scale.

We can't even manage lowering carbon emissions slightly or even recycling waste, so imagine how badly we'd fuck up anything more complicated.
