I think we're all forgetting 2 of the most Awful, Make me want to punt babies, movies in the world.

Girl Interrupted.
I actually went with an ex girlfriend to Girl Interrupted and watched her stare at the screen instead of making out or something useful, only to have her exclaim at the end of the movie that it was the worst thing she had ever seen. When I asked her why she was staring so intently she simply stated: "I just kept waiting for it to get better." Point made.
I'd also like to add you haven't lived until you stood in the middle of a tear jerked movie audience during the "leo dies" scene of Titanic and clapped while cheering because you knew your time in the theatre was close to an end.

Normally even the thought of Kate Beckinsale has me nursing a semi, however not even the lovely Kate could stop my ringnut twitching like a rabbit's nostril at the thought of having to sit through Pearl Harbour again.

The Pink Panther was really funny. I enjoyed the comedy and wouldn't put it on this list.
But did you see the originals?
They were big movies for their time, with star-casts and awesome acting: Steve Martin simply can't attain the level of Claudia Cardinale and David Niven.
Yeah I did, but I still think they did a good job making it funny and aiming it at a younger audience that hasn't seen the old ones.

Conversely, the new D&D movie - Honor Among Thieves - is quite good, and deserved better box office than it got. They're talking about another one though, but maybe with a different cast.

Given the place of the series in our culture, given the excitement around a new trilogy, and given a really strong preview that was online, I'd argue that The Phantom Menace is the worse movie of all time. Has there ever been a greater gulf between expectations and actual product? I had a former student who, as a student at Northwestern, was first in line at the premiere in Chicago, which meant that he camped out on the street. He said that when he went to bed after the show, he cried at how terrible the movie was.
I know there has been some revisionist opinions about the movie.

TPM had its flaws - k actually it had LOTS of flaws - but between the pod race and Maul v Ben/QuiGon, there was still what to enjoy. I would argue that the second and third prequel movies were worse. 'worse movie ever'... i'd still argue The Avengers (89) was worse than anything Star Wars has ever produced.

I’d say all 3 “sequels” were also worse. And while I agree TPM was disappointing, it has its moments. Plus “Duel of the Fates” is phenomenal phenomenal piece of music.
I remember watching The Avengers in the theater. Even as an 18 year old with pretty low movie standards it was a shit show.
I've always been crazy but its kept me from going insane.

The sequel trilo... FORCE AWAKENS was not completely without moments, LAST JEDI was an eyerolling shitshow semisaved by the finale ... the third...SKYWALKER was just a disaster from the opening monologue right on through.... but in my head there were at least a couple of action sequences that were fun (screw everyone everywhere i LOVED the space horsies), i went into the Avengers w zero expectations except for Sean Connery chewing scenery and Uma Thurman looking fab and it became a hatewatch pdq... so Avengers is still worse.

Obviously Phantom is not the worst movie of all time, but I still have a fair argument that it might have the biggest difference between expectations and delivery of any movie.
