I don't know what the actual rules are on this stuff. I'm fine with whatever method, I just didn't realize that's how it was working for tier 2 and not sure what is happening for tier 1.

The rules that apply are from page 5 of the original game:

Place the Sector hex tiles face down in three stacks, Inner (I), Middle (II) and Outer (III) sector hexes (according to the number of players) in separate stacks

In the original rules it only specifies building a deck of outer tiles

The expansion rule specify additionally building a deck of tier 2 tiles (and in fact I think it is 12 in all cases no matter how many players)

Nowhere does it say you build a deck of 6 tiles for the inner ring, which has always had 8 tiles available. Therefore discards in tier 1 are not automatically played.

If you want to change your move because of that, or change the rules, let us know.

I orientated mine so that the worm hole touches tier 3 and your hex, and offered diplomatic relations.

What a night, I manage to think - painfully. Blurred memories flash past: running in circles trying to find a space toilet, noticing an asteroid at almost the last second before steering my space interceptor away at the last minute, giving all the space monkeys in the lab a shot of space tequila... Ha. And they all seemed like such good ideas at the time, too.

Awake and gradually sobering up now, clarity starts to return. What was with all those dreams about strange fonts and always talking in a royal we? Nevermind, there's shit to get done as usual. With extreme effort, I get my morning preparations done and stumble into the daily grind. I can still feel quite a bit of nausea in my gonul and it makes the usually pleasant morning view of the-
-hypodronic food replicator fields-
-comet clusters through the cockpit-
-solar antiguator arrays-
-shrine construction site-
-throne room and attendants feel gruesome. Once seated, I enfold the day's updates and issue my first order - the psi-drones' overnight planetary scan shows high potential for scientific advancement.

"Send orders to the Ministry of Colonization," I gesture to the leftmost attendant. "Establish a research colony on Geminga VI."

"Yes sir" I gesture to the Triarch, and dash from the throne room. With important orders like that, there's no time to waste. Within moments I have an uplink to the Ministry's Chief of the Frontier.

"Orders from the Triarch himself. Research colony on Geminga VI." I announce.

"Understood" I reply. "I'll see to it immediately." Closing the connection to the Triarch's office, I verify the transmission codes for the order then activate the broadcast signal, distributing the orders super-liminally across the entire Grid, on a channel reserved for colony ship orders.

Orders fulfilled, I sit back for a moment in my-
-Ministry-issue chair-
-cyclopod transport-
-psi-drone control terminal-
-excavation mechanoid, eyes closed. The pounding in my head has receded, but images from last night's party are still fresh in my mind. A major expansion of the Grid and a peaceful first contact with another space-faring race had certainly been good causes for celebration.

Thankfully, the strange 'we' dreams were all but forgotten now. Must've been the flashing from the Pulsar... who knew those things could get you high?

The double explore is essentially you do a regular explore once, then you do a regular explore again. If it were tabletop, you would say "I'm exploring here", flip a hex, orient it, influence it, then do the second hex.
