Gain 3 trade goods, refresh commodities (assume Khell uses my trade agreement pn). Activate Khell's pn if he refreshes.
Offer refreshes to all but Tapper and Gnaw
Tapper 2 votes each, D'rek, IH and Morgoth offer 4 votes each in consideration for refreshes. Tatts gives 2 votes for using Trade as my first action
