It states the same in failed election conditions. I do not know if this is what we are referring to?

D'rek is the "president" but she is just pitching a government. If the vote goes Nein, that government is rejected, and then YOU are president and pitching a government.

If the vote is JA, the two of you enact a policy, and then you are president for the next government.

If we reject 3 president's governments in a row, a policy is enacted at random (which is bad because there is a 2/3 chance it will be fascist).

Down the list is clockwise. You being the next president only really matters if people are just default approving things (the way Venge and Nom very suspiciously did). Until the 3rd presidency, people should really need a reason early in the game to approve something, but that's just my take.

Later in the game, having a chancellor who could be president next is actually a GOOD thing, because with a small number of verified "good" people, you want them on back to back governments, but they can't be chancellors back to back.
