IMO, it would make sense for the keepers to increase the infestation counter a lot, as that is pretty much what they do - they're spider-like creatures that expand and maintain the croach. But I'm not ruling it out as a possible queen ability to have a high infestation increase, either.
This sounds fairly realistic to me. My other guess is that they may have to choose between passive abilities or attacks, too, like furycrafters; they can probably choose to increase the creep or to attack.
I think that's why there's different types of vord spawn alts. I'm speculating completely here, but could be something like this:
Takers - low health, weak or no attack, but have recruit ability
Keepers - low/medium health, weak attack, but can infest more or do some other support ability
Mantises - high health, high attack, no other abilities (those "high"s in relation to other vord, but could still be low compared to most aleran roles)
Vordknights (if they are a thing in this game) - medium health, high attack, better move rate due to flight
