You can still use EXPlore to discover new systems, but to put your disc down on empty systems you use INFluence.

Yes.

More precisely, it is the number of discs shown above the INF action. For any action, the number of "things" you can do is dictated by the number of symbols above it.

ie: Everyone except Khell has one tech symbol above their RESearch action because they can research/develop one thing, but Khell has two tech symbols and can do double-research actions.

Yup.

You can also influence for free at the end of the combat phase in hexes where you have a ship and there are no enemy ships.

Yes. Influencing 2 systems at once is a very expensive action. The two hexes that you plan on influencing needs to be worth the cost.
