I thought we all agreed a long time ago that each culture has different proprieties for tipping and that we should follow the proprieties of whatever culture is appropriate?

I guess that's what you have to do. Go by your location/culture.
So if any of you cheap Euro Trash come to the States, throw us some monies. It's worth more than ours anyway

I concur with Cold Iron, but perhaps for a different reason.
If I'm overseas, I am going to tip. I don't care if it isn't the cultural norm there. It is my cultural norm. Besides, giving extra money never hurts.
However, if I worked at a place in the U.S. and didn't get tipped I'd pitch a fit. Not giving a tip sometimes does hurt.

Yeah, it's not uncommon. I've experienced that both in France and Germany... And also sometimes in Norway, though tipping is somewhat more normal here.

Don't tip in Japan, they'll just give it back to you.
Unrelated to tipping, but I was in a hurry once and I had exactly 1 yen (less than a US penny) coming to me in change for a convenience store purchase. I just grabbed my bag and walked out. The clerk chased me and caught me outside of the store and handed me my change.

jobs that generally have tips inthe US don't in Europe. its because waiters (for example) are trained people living a career. not the pimply part time high school student trying to make a buck. people over there take their job seriously. plus, they generally get payed mor that over here.

Bah, I guess I'd have to find out if tipping was "insulting" or just "generally not done" then. In the first case no, in the second case, still yes.

I don't tip often in the US. Out here in California, cost of living is high enough for me to be cheap, and I make little enough money for it to make a difference. (Common courtesy / the tipping public pays double the tax? That's like 16.5 % on top of the 8.25 sales tax, what? me pay 33% tax on a meal?) That'd break my balls.
I'll tip at a good restaurant, at the pub I want to be remembered at (since I technically am not supposed to be drinking there, I'm only 19), or for excellent service. But I just can't budget that kind of generosity on a regular basis.

Then don't eat out on a regular basis.
If I am at a fast food place, I won't tip. I will tip pretty much everywhere else. Anywhere someone has to bring me food/drinks, they need a tip, unless their service is poor. I will often leave 1 penny to let them know what I thought of their poor service.
Good service gets a lot bigger tip from me.

Then my suggestion to you would be not to eat out on a regular basis. Go get fast food if you can't afford to tip.

Meh, he'll just be one of "those" people. But if he really can't afford it, why should he be banned from eating out?
Or budget accordingly at least. If leaving a tip means getting the cheap beer on the menu rather than the import, (or only having one instead of 2) that's could be considered. Not only does it save money for the tip, but lowers the total bill (meaning 15% will equal less money).
I guess that's what I get for being in teh service industry though, if my money in my wallet won't cover desert and the tip, I skip desert.
But what REALLY pisses any restaurant worker off, more than low tipping or anything else, is the people who come in at 5 minutes to close and sit down. Sure, we're open, but you've just guaranteed that everyone will be staying at work at least an hour later just for YOU. I don't know why people never stop and consider this...
