Ehh, maybe, maybe not. There's probably 4 rounds left in the game? So that's probably 5 or 6 times I'll produce, so about 1 TG per time I (potentially) use it, and it's not like it makes the units free or anything.

Yes. I want you to do a Tactical action as your first turn. Then as your second turn play tech and this will free up your first locked down system. Does this work for you?

Yup, for sure. I guess a lot of them are like that. My Alliance PN is probably not something anyone would really care about in 95% of games/rounds, but if someone got into the situation where they knew a game-winning agenda was coming up and if they only had 5~10 more votes they could secure it suddenly that PN becomes invaluable.
