What I've settled on for action cards is:

"Hack Election" and "Confusing Legal Text" are removed. Hack Election outright doesn't fit with our rules, while Confusing Legal Text will only ever be useful for one particular agenda that you'd rather avoid being elected for anyways because someone will surely sabotage your Confusing Legal Text card, so it's extremely unlikely to ever be played.

The commodity stealing one and a few of the other less-often/harder-to-play cards you can still potentially do something to engineer the situation where you'd use them, and it would be very beneficial for you if you pulled it off. So for now I'm leaving those in, but if we see them being really problematic we'll note it for the next game.

Other than those, all Core and all Codex 1 Cards are shuffled into the draw pile.

I'm a long way away from gaining production from Rex but I'm down for being a good trade neighbor. I didnt know the Yysaril was a 4 commodity faction. I also has my racial available for sale if you are interested.

I'm not really bothered about bordering and trading this round, our deal was for you to leave sakulag empty so I can move in first round. I will likely be limited on moves with my low CT count so if you move into sakulag I cannot guarantee not having to forcibly evict you, in which case our deal would be void.
