Yeah. Since there's no Nekro or Xxcha in this game, IIRC the only "when an agenda is revealed" effects that can apply here are from action cards - Veto, Sanction, Assassinate Representative, Insider Information, and the various Riders

If you do a 6-player game with Sol, Yssaril, Naalu, L1Z1X, Jol-Nar, and Winnu with Winnu picking Neural to start you can have a 6-player game where everyone starts with it!
