I mean... you put an enormous fleet in-between IH's homeworld and everyone else, locked it down with Diplomacy, and then didn't do anything with it. Did you really think anyone else was going to somehow get a bigger fleet than IH's homeworld force *and* somehow get it around your big wall?
We still removed his everything else :shrug:
That 'enormous fleet' was nowhere near strong enough to beat IHs fleet and take a planet, even before he reinforced it. There was no way for me to attack right away, which was blindingly obvious I'd have thought. So I had to hold on until I could produce in my homeworld first.

Can D'rek elect to exhaust a planet if it is already exhausted? I had no planets to exhaust so by the letter of the action card it cannot be completed no? Not that I am bothered either way, I just saw this debate somewhere.

Didn't we have this discussion last game when D'rek used that card. I think it was ruled fine how she used it.

The only thread I was able to find on Boardgame geek is just as ambiguous as the wording. My instinct would be to allow it as played - it doesn't say "You MUST exhaust a planet" so I wouldn't say it's absolutely mandatory.
It's the same idea, in my head, as having to put a CT down when you use the Construction secondary. If you already have a CT on that hex, you can still use the Construction secondary, you just don't put a second CT down because you can only have one CT per race on each hex in a round.
