Do the stakes need to be high for you as the audience member though? The stakes are high for the characters within their universe. That is enough for the story at hand, and for the first half of a two part story. This is going to (for example) utterly DESTROY Tony going forward, and Rocket, and a few others for sure.
Was it meant to emotionally manipulate US as the audience, I very much doubt it. I think the deaths in IW occur and are meaningful to those left afterwards. The sacrifices are internal.
I don't think anyone was watching thinking, well those people are all dead....nor do I feel that the Russo's intent.
Okay, sure. I do agree that like the stakes of a story matter to the characters within. However I can't imagine everybody who made the film thought...

Sure, the second part is important. But certainly the Russo's and Fiege wanted me to feel something at the finale.
Others did, I didn't. Primarily because of the transparent impermanence of the whole thing.
