Sorry, didn't see this and also don't have an answer...yet. I've been messing around on my Warlock first, plan on doing the Titan next. I'll update when I know more, but I assume "yes" should be the answer. I gained levels from the auto-level thing they did when they figured out what your best possible gear-based level was, not from EXP.

This is one I'm not sure I agree with. You used to get 7 DoT total. Now you get 3 DoT per round. This means that at 2 hits you get 6 DoT over time. This still prevents the enemy from recovering health for that time, it still reduces their health further, it just means that it's not a two-shot wonder any more...and that was absolutely necessary. (Not as necessary as removing all PvE weapons from PvP and replacing them with balanced variants, but hey, broken record amirite?)
Thorn and the other Hand Cannons were unquestionably OP in the Crucible, and this change is one of the few that hasn't directly impacted the affected weapons' PvE power (the other changes have, of course, but whatever) just to try and balance PvP. Thorn used to either kill a target in one hit, or require most of a mag - now, it hasn't changed much. You can even get MORE DoT now than you could before on powerful enemies that don't die straight away. It might be a tiny impact on some occasions where you miss a precision kill, but hey, it's not the end of the world.
That being said, I'm not a fan of all these changes overall - Hand Cannons were my favourite PvE primary, and now they are much less effective. There's certainly not much point in using Thorn over a legendary HC now, but it was always a trade-off in the past too. It's just that now it's clear that you might as well rock the Fatebringer or a decent Scout and save your Exotic slot for a Heavy or Special option. Overall though, much less horrible than some of the other weapon nerfs (Black Hammer is now utterly pointless, for example).
