The only similar thing I've seen in Toronto is at like Rexall and Shoppers Drug Mart they've locked all the shaving gear, blades, new packages, ect. so you need to get a store worker to let you get one to go buy. I've never seen it with clothes.
My brother in law's store is in Northern Canada and his biggest issue is locals coming in and guzzling/drinking the hand sanitizer and then leaving....yeah....
anyhow, how is Macy's (a fairly big store/company no?) nickel and diming for merch like that? Most stores here just accept that stealing is a thing, workers aren't supposed to do anything about it, and that's just all figured into the insurance. Like how is Macy's not insured enough to handle petty theft without locking down CLOTHES?

But yeah Abyss is right, theft is rampant in retail stores and in this economy, I bet it's amped into the stratosphere.
EDIT: We should go back to old-timey department stores where the wares were behind the counter, and the staff would go get what you wanted. Bonus if they do it in Bowler hats!
