It makes more sense on a second read (like so much!)
When Bellurdan embraced Tattersail in GotM; their bodies were consumed by fire. Tattersail escaped, however, by transferring her soul into the body of Nightchill as a last resort. Due to the preservation spell laid on it to prevent its decay, (by 'Sail) this still held fragments of Nightchill's soul.
The 'merged' souls animated Nightchills corpse. As this occurred within the influence of Tellann, (due to Tools proximity) these souls were rescued and tranferred into an unborn infant; this was born as Silverfox.
So where was Bellurdan? He was a mage too, but he was not traced when Silverfox was examined later. Nightchill and Tattersail were there, but no Bellurdan. In answer to your question... here he is!
Forced out of Nightchills body by the other stronger souls, no doubt. He had met Hairlock in the Abyss, and thought he would try to animate a puppet in the same way, which is where Nimander finds him - trying to get some form back. I think in Gotm, the soul transferrance is said to be very rare and difficult to do - hairlock managed it with the help of QB, who obviously knows a bit about that!
If you've finished the book, it also explains later how Aranatha recognizes him, or at least knows his identity at this point.
