I can list off at least fifteen shows currently running [or recent] where this is not the case. I get that this may have been the case once upon a time, but perpetuation that this is the "norm" in TV Hollywood in 2017 is quite offbase.
Here's my list (bearing in mind average couple age differences in real life is usually 3-4 years anyways) some of which even skew the other way with the female actor older than the male actor. I'm also going to skew up a bit in some cases to show that the difference stays small as actors age too:

These numbers get even more muddied and actively balanced between the genders if the whole show is trended younger, like FLASH, ARROW, RIVERDALE, or the like. A current example is in RIVERDALE where all three lead females who show romantic interest in Archie (KJ Apa) are older than him by between 1 to 3 years.
It might happen...but it doesn't happen in any kind of numbers to make a claim like "always" when the word should be "occasionally".

This is TV not a film. They don't need all big names...and they already have one big name in Dushku...everyone else could be unknowns and this would still fly from a marketing perspective, including Croaker. You know any of the actors on THE EXPANSE other than Thomas Jane when it started?
