No, you keep the Muatt Ceasefire. IH can choose to play the Letnev Ceasefire or not. If he does play it, your ships stay where they are, if not then the action continues as nomral. It is not mandatory for him to play it, he can choose.

You don't have to move your ships in, in real play you'd activate the system, I'd declare ceasefire play or not and then you move whatever ships you want.
