After a player activates a system: You may exhaust this card to allow that player to replace 1 of their infantry in the active system with 1 mech from their reinforcements.

So you need to have an infantry in the system you are activating. I don't think it'd do you good on your attack of D'rek this turn and the longer you wait the more she'll reinforce.

I don't think it is worth me attacking her retreating ships because that would pull me away from my objective.

Let's not play the game where we pretend you don't also get 2VP out of it. And you would literally be moving ships in my way by blocking up the southern wormholes (IF I was inclined to ever go that way). Alright, deal, but only because I can't really stop you taking the wormhole anyway.
