Yeah. Its lame. You have to have units in an adjacent system to attack and your fleet will most likely be what is adjacent and your ships not adjacent cant be used unless the ships are surrounding the system you are attacking. Seems like way too many conditions to be useful at all.

Twelve they don't have to be your ships.

You can use that for so many things:

Let 2 people destroy each other fleets

Free a system of a huge fleet so that you can move in (important planet, mecatol, your home system after you lost, other home systems)

Move your ships out of an activated system, so that you can move again afterwards (like a warfare with +1 movement, that lets you fight 3 times in a round with your fleet)

Move someones huge fleet away from you

Move someones fleet into a grav well

Move someones fleet into a system where they already have tactic token

Mind control the Yin flagship to blow something up

Circumvent a ceasefire

Sell all of the above uses to other players

You don't have to give a SftT back if you used it to attack that play as you don't actually activate the system. You could move a giant fleet. Use the hero to move it again into another fleet then that fleet is free to move again afterwards.

Or you could move someone off a planet you want to take into another player. They don't have to be your ships you're moving.

But yes, all the rest. Especially the bypassing ceasefires/SftT/etc. Big part of why Mahact can't be trusted. And once the hero is out, basically everyone has to paranoidally avoid ever putting 2 big fleets side by side just in case. It's horrifying.
