The relevant part of the deal, building on tar'man is always going to be worse than building on your homeworld for nearly any purpose other than building forces up to attack me, so seems a strange decision for a forward dock rather than a PDS.
The intention of the deal was for both of us to avoid needing to have defensive forces on each others borders in case of a betrayal.
It's done now, but suffice to say I'll be unhappy if you build up a large force on my border as where else am I to assume it's going if not me?
