Ah, that's a good point. Voting FOR to make them have to vote AGAINST and then have to exhaust any cultural planets. Forgot that.

Once someone takes it it flips to reveal a beta and alpha wormhole as well as a gamma. Then just a regular legendary.

Don't worry about it. Once I activate it, it flips round to show the alpha and beta wormholes.

The only way to activate it is through the gamma wormhole.
