That is a good question! I assume you are allowed to use it on one of the tech researches, but the rules only say that planets are readied at the end of the agenda phase, so I assume it would remain exhausted throughout the next round.
I've posted both yours and my questions on Reddit's TI4 group to see what others might think as I haven't been able to find a response to either question via Google yet.

Yes and yes.
Basically:
1. End of Status Phase: Ready all your (planet) cards
2. During Agenda Phase: you can exhaust your planets for votes OR to use as tech specialties OR to use for resources/influence (such as spending resources on inheritance systems). It's just like exhausting them during the action phase, except the added option of exhausting for votes.
3. End of Agenda Phase: Ready all your (planet) cards (again)
Note that for inheritance systems since you exhaust the card you would only get to use it for one of the Ixthian researches.

Nom, our trade of PNs was conditional on me settling Mehar Xull. I haven't. I'm fine with the exchange, but I am not going to exchange my Trade Agreement or SFtT before that happens.

D'rek if Blend and Nom both vote against on the first agenda that means we'd both need to put all our votes on For if we wanted to draw level. That's if you don't mind Twelve getting a VP and Tapper gaining speaker token. Maybe the cost is too high?

It is still early game, and despite the Starpoint/New Albion thing, I dont hold any major animosity towards Tapper, so I wouldnt mind taking a chance on a FOR vote on the first agenda. All it does is bump me to second in line for strategy choice anyway.

I'm voting For on the arms reduction. Slowing the L1Z1X down is a good thing just like blowing up my Warsun is for everyone else.
