If it does turn out invalid I'll be sad we couldn't arrange to do some of our commodity swap on my hand so I could build more. Didn't realize at the time you were still sitting with 1 commodity unconverted. But too many people have gone since, probably.

After much searching:

Rule 1.7 from the Living Rules updated version 1.2:

If an ability has multiple effects separated by the word “and,” a player must resolve as many of the ability’s effects as possible. However, if he cannot resolve all of its effects, he is allowed to resolve as many as he can.

So yes, I think Reparations can still be used, but if Tatts has even one unexhausted planet, then that has to be the target. But as all his planets were already exhausted (I believe?) then the way D’rek used the card is permissible.

Ah, I see. If the effect text is "A and B" and one of A or B are impossible, you can still do the other. But if the text is "A then B" you must be able to do A or else you can't do B.
