It means they can’t play action cards during the agenda if you use it (like a rider).

Faction abilities would include our tech prediction ability. The holder of our Political Secret essentially has veto power over which agenda we can interact with. So they could, for example, place a rider on an agenda knowing that the Nekro poison pill would apply: no, “Sorry Tapper, we don’t care that you’ll benefit from that rider we just don’t want the Nekro to gain a tech”.
