Or, to put it in a bullet list:
1. You mention you want to use my PN when I am out of Strategic tokens, BUT:
1a. You have 1 Tactical action and your Strategic. You will need to play that PN as a component action.
1b. I have 2 Tacticals plus my Strategic and I can play Strategics in between as a Tactical, meaning I will likely pass after you will.
1c. I also might want to save Strategic tokens to Orbital Drop later in the round to fortify gains made from my Tactical actions.
--> Chances are you will have to either play the PN or pass while I still hold Strategic tokens.
2. If you pop the PN while I still have Strategic tokens, the cost to me is the same as a non-free refresh (a Strategic token).
2a. We have already established under 1) that there's a significant chance that I will still have Strategic tokens when you are on your last action. Are you then passing without using the PN?
--> if you do pas, what is the actual gain here for you? And if you play the PN and take my CT, what is the actual gain for me?
3. I can already score Establish Trade Routes and don't need a refresh to score it (unlike several others).
3a. From your PoV: the situation above makes me less likely to refresh commodities at any cost, what you ask me is still an asset even if it doesn't slurp up a CT.
3b. From my point of view, you also didn't negotiate, you made a demand.
Since I found 3 reasons why your offer sucks, I will give you 3 counter offers instead.
A. You just give me a free refresh.
--> Nothing gained, nothing lost, except that I will keep your largesse in mind and might make you a decent offer if/when you run into trouble.
--> basically, you cover the cost of the Strategic token.
C. You give me a free refresh, your Trade Agreement PN and 3 TG, all on the turn this round in which you use TRADE. You get my Support for the Throne.
I promise to use your PN next round when you refresh commodities, making sure you can score Establish Trade Routes this round (if you currently hold your own Trade PN).
You made something I thought simple to look quite so complicated. My plans for this round have not changed, I didn't negotiate with IH to hold leadership for 1 turn to then mess up what I intended to do this round.
The way I see it I will have either 4 or 5 turns this round before having to pass. So i'd play it on either my 5th or 6th turn or when you have ran out of SCT's
I am not looking at the trade routes VP this round.
So does the underlined still hold water?
The second underlined is why I put it in a list to begin with, because I get to trade with everyone I discuss it with everyone.
How does Orbital drop work? I am agreeing to only use your PN when you are out of strategic tokens, are you planning to pass with strategic tokens in your hand?
B and C are out of the question as I only wanted to drop infantry on a planet instead of carrying them, it'd be waaay to expensive to give you TG's and i'd prefer to keep the 6 tg's I get from trading commodities.
I
