Is that true? I can think of a long list of 'civilised' countries who have never had a female prime minister/president. The Netherlands, France, Italy, Belgium, Spain, Russia, Japan, Sweden. and that's just off the top of my head (please correct me if I'm wrong). In actual fact, I think the list of countries that have had a female prime minister or president will turn out to be quite a bit shorter than those who have. Finland (PM), Iceland (PM) and Argentina (President) should be on the list, India (although Sonia Ghandi was election winner, she may never have held the post of PM?), Myanmar.
If the president as head of state rather than head of government counts, then the royalty of constitutional democracies could also be listed.
