Obviously we would always want both, however if you had to read a book which had an amazing plot/story/idea but with terrible writing, or a book with an awful plot but beautiful/evocative writing, which would you chose?

I am a person who likes a great, well planned plot over prose, but if it's at the cost of the other variable being terrible I would have to pick the writing.
You wont notice the plot is terrible until you are well into the book, but bad writing is immediately apparent.

If a plot/story/idea seems poor, it is probably because the writing is bad.
And if it seems amazing, it is often because the writing is good.
There are only so many ideas out there and a huge percentage of the stories that get told follow very familiar patterns. It is how they are rendered that determines how we react to them.

there's a good deal of anime with terrible or boring plots that shine by virtue of execution

Writing. I can't stand terrible writing but am willing to excuse some plot issues. And terrible writing can ruin a good plot, while the other way around - as Apt has put it - you wouldn't notice the plot sucks until well into the book when the writing is good enough to catch your interest.
