That one detail, for me, changes the cop shooting and then running behind the car into a wholly different perspective. The dispatcher never told them that the 911 caller told them it was a kid. Tamir was raising his arm from waist level. Was he drawing a gun, toy or real? Very probably not; he was almost certainly going to put a hand out to ward himself from the car sliding towards him. But from the cop's PoV?

I'm very much of the opinion that police in this country are way too militarized. We've went from "don't taze me bro" to tazers not even being utilized.

But, in this particular case? With the info on the ice, I can't blame the officer for acting as he did.

That doesn't explain why they lied about the circumstances in their report, why they did nothing while he bled to death (recall it was an FBI agent coincidentally passing by the scene who eventually provided first aid), or why they immediately shot an "adult" with a gun in an open carry state.

Even if we stray to the hypothetical world where they actually did tell him to drop the gun before shooting him, how was he supposed to drop it without reaching for it first?

I'm not sure militarization is even an issue here. This cop saw a black person, panicked (as he was known to do), assumed the kid's then-empty hands held a gun, and shot him at first opportunity.

Is Cleveland's homicide rate as bad as Chicago's? Certainly wouldn't absolve the cop, but might go some way to explain why they are so trigger-happy.

It seems irrelevant to me. All of that. A police officer got out of his car drew his gun and shot a child. A child that had not even pointed a weapon at him. This is not acceptable behaviour and should be treated as murder in any civilized society.

At the very least, what version of events you are describing is negligent homicide or manslaughter in the state where I live. I'd up it to murder for a grand jury because he had enough time to tell Tamir was a child on the drive up/slide, a second plus between getting out of the car to evaluate things, and then shooting Tamir after that second plus was taken.
