Can someone explain to me what the 3 and the 5 are for when you max out a track? Do you get 8 VP's.

You have 3 VP now because of that track. One more makes it 5.

In my oh so limited experience, I would say it's not wise to max that out just to get the VP until round 9. Because you can't research anymore of that tech line once you max.

Unless you have rare techs, that's only 1 tech per line that you can't research. And if you already have Tachyon Drives and Sources, you don't need, for example, Fusion Drives.

That being said, It's pretty hard for anyone other than the Hydrani to actually fill their entire tech board. Eridani are probably the second most likely to be able to do so, though, since they start with 3 techs already researched (and of those three one being a 3rd-column tech and another being a 2nd-column tech).

Well, you can do whatever you want. Given that twelve just purchased positron computers and fusion sources so he can equip a whole fleet of highly accurate flux missiles, I don't think Plasma Missiles are a good bet for you, and in fact, you may want to consider just pulling back entirely and letting Morgoth continue to nag me while you defend against twelve, but it's your call. Your ships are definitely maneuverable enough to give you a lot of options here.

As for me, I think I'm going to research starbases on my next move and wait another round of the board to see what you guys do

All 4 Quantum grids have been drawn. I bought one and so did Solidsnape. That leaves 2 left leading up to Tatts turn.
