Out of the discoveries left I don't know what I would want. Morph Shield for the initiative I think, -1 on hits and regenerating hull.

I'm thinking Khell's best bet it to grab fusion source and the other positron computer available. That gives him the best shot at climbing out of hole he is currently in. With double hull, positron computers and an upgraded power source that could give CF some serious trouble.

You can pretty much send the colony ships whenever as long as you have ships available. And yes you don't need to use an influence action to settle the population slots as you already are in posession of the hexes.
