Couple thoughts.
It's preposterous that the British Police, let alone the government, would let one of their two wizards slip away. No way he'd just be allowed to go work in the private sector.
Then again, it's also silly that there were no organized counter magic division for 60-70 years or so, so maybe Aaronovich just doesn't care - it's his story.

I won't be surprised if we find out that Nightingale has had a chat or two about this with someone up the chain or elsewhere in magical circles, but at root even if this was a complete and total sign of the apocalypse, no one is going to mess with the Rivers. We have real life historical examples of what Brits do when they explore around the world. They bang 'savages'.
I'd imagine there is a ton of writings in the Folly about this kind of thing, and what happens.

Tyburn's got some kids. The Old Man's caravan always has kids running around. I'm not sure if they are rivers themselves, or something other.
Also, none of them, that we know of, are from Wizards and Genus Loci mixing, but then Wizards are just humans with a skill that others don't. I don't recall there being anything different beyond willpower and training?
