My understanding is that if Beshear waits until on or after August 3rd for Mitch's seat to be vacant, then it would make it unlikely a special election could happen before the general election in November. Assuming Beshear contests the 2024 Kentucky statue preventing him from making a temporary appointment, then Beshear would be able to appoint someone (presumably a Democrat) to the vacant seat. This appointment would last until Mitch's term was supposed to have ended (January 3rd, 2027).

Versus, if he called a special election now by pushing the matter, it's likely a Republican would win.

I forget the term of art for it but there is a problem with negotiations when the two sides have different realities for lack of a better term and so no amount of talks can have meaningful progress until that central matter is addressed. Canada saw the talks as a way to get back to a normal trade agreement that benefits everyone, America saw the talks as a way to bully Canada and extract wins. Until American politicians and negotiators can at least admit what tariffs mean, and how they work as a basic matter of economics, no negotiation can bear fruit. The amount of money sent by this goverement just to spin its wheels and go nowhere while activley hurting its own economy is frightening.

The french language part is interesting. I have come across it before. You cant sell software to parts of Canada unless that software is also operable in French. Its not free but in the case of a multimillion dollar deal having everything translated is not some insurmuntable task. Especially now in the age of ai. Quebec has made a law to that effect to keep its french language protected. Is it annoying sure, but asking for the Canadian goverment to repeal that law for a trade agreement is not rational.
