President trump implying the US doesn't owe the kurds because they didn't help the US in Normandy?

Is their context I'm missing that makes this comment understandable?

Two Giuliani Associates Tied to Ukraine Scandal Arrested on Campaign Finance Charges.
They were arrested last night at Dulles Airport trying to flee the country.
William Barr found out 12 hours ago they were going to be arrested...and they were fleeing the country this morning. Probablity that he tipped them off immediately? High...it's high.
These two are also a part of Trump's legal team.
