I have provided Mott with a lynch scene while provided complete victory conditions for each faction.
Only someone with this much power could make this many frittatas without breaking any eggs.

Kill coming before recruit and the kill being from a townie, that would mean we can lynch him now.
The one odd thing in that scenario would be the cultist trait, really, but that would account for a finder-killer in Ruse, and an unlimited vig, I guess?
I'm willing to test this theory. Because if it is wrong, it doesn't matter much from where I stand, anyway

The bag he carried was dumped and rifled through and all the coins and other items of perceived value were taken leaving papers and trash laying in the street.
Someone picked them up and shouted.
Hey. This guy was not only a shield. He looked like he was part of some group looking to overthrow the tyrant as well.

Well there's our confirmation that cult is a separate faction.
But the bad news is: "Scum: Remains the same" = kill the Town
so now we have to wipe out the town AND get the cult leader, but scum still can ignore the cult to kill town while benefitting from cult reducing town numbers...
and all this is based on the idea that cult still exists, which I think with the VCs stated is pretty certain.

this si possible, though unlikely, since history shows time and again, when there's a one-man faction that has to win by recruiting, the poor player is often picked on Day 1.
if Twelve built in any safeguards against that, there would be two starting cultists.

Well, WCS with only the current known factions. If there's a hidden cult in the game there could easily be a hidden serial killer (and voila your 2nd NK).

I don't think you can balance a game assuming your big roles will die early. So it's probably at worse 1 Cult.
And if it is Ruse, I don't think we need to vote him. If he's a threat to Fener & Cie, he can take care of him himself

for probably being a shield.
