I did do a quick check against your criteria for Sombra for the hell of it:

Intelligent = I'd argue that he is, I mean some of the his horrible jokes required quite a lot of thought.

Out of 11 (including the Brissy requirement) Sombra meets 9 of them.

Though as you said he isn't in the running so there are other mitigating circumstances I'm not aware of and I won't pry.
