Not necessarily so. If it's three equal sides (is it definitely equal? I don't remember reading that) plus extra faction, it could be 4 v 4 v 4 v 4 where the extra faction is leaderless.

In the sign-up it was said that the required number was 16 or 19. Seeing how 6 = 3x5+1, I bet the factions then would have been 3x6+1, not 4x5 and 1 faction lacking a guy.
