not exactly. There were 2 killers, 1 in their own faction. Any find on Mockra or Omtose would have resulted in a dead guy. Their own recruiter hindered them... and that's discounting recruits by the other 2 factions.

And numbers are correct.

Well the rules say play for my faction so I will, Kess is my target, he probably has a BP, but he is only person confirmed to not be Julii as far as I am concerned
