It gets worse later but the only person I can think of that really is black in GotM is Raest.

But even Raest isn't necessarily black. We don't know all that much about Jaghut psychology or culture (especially at the point where GotM ends)--I think part of SE's intent is to show how difficult it is to pass judgment on any person's actions. We may find later that even Kallor's actions are understandable from a certain standpoint...
