Sorry for not answering earlier. The thing I wanted to know about was:
"Paran actually planned to make a new card-Salvation to reflect the new power. According to him, the card is Unaligned, currently under the influence of the House of Chains, but he expected it to break free and eventually become one of the most powerful cards."
Where is this mentioned? I totally missed that.
Why would the CG want to Kallor working with him?

This was mentioned in the Bonehunters, when Paran's host is a few miles from Felisin Fatter's cult HQ and meets the remnants of the Whirlwind on their way out.
