The idea was that with Laseen coming to power the meritocracy collapsed and birthright started to become a key factor in obtaining positions. That was the idea behind the cull at the start of the novel. They justed hadn't reached Seven Cities to finish the job (unfortunately).

Pormqual was probably brilliant, in a technical sort of way. It wouldn't necessarily imply that his tactics are adaptable to every situation like some High Fists, but it was still enough to get him into the role.

he took over from Cartheron Crust after he disappeared. my opinion is that while crust was there someone of nobility namely pormqual became either ranking fist or comander and when crust left the empresss was so short of commanders he was left in 7c with Aren

Pormqual was an idiot. He rose when the nobility infiltrated the military iirc. Which is why nobleborn officiers are regularily terminated.
