I agree. It would be rather odd if they all of a sudden where alive again when they transformed.

In MT it was pretty clearly said which position does Draconus hold in the hold of Dragons.Silchas was also mentioned and I always assumed that the one decribed by your quote is Bloodeye.
Unfortunately I don't have my copy of MT right now so I can't find it out.

I must say I like this idea a lot. What a full like Rake would have had then eh ? Including a War with Dragons, marrying Envy, killing Draconus. It's a wonder he's not shagged out.

Just so you know, I wrote that before TBH came out, so I was pretty close. 50% wrong, of course, but pretty close nonetheless.
