A conditional might isn't much assurance, though, plus I'd already be helping you get a thing you want anyways so it's a pretty one-sided sell...

How about this:

1 > I'll put 12 votes on the choice that gets you the Leadership Rider in exchange for you promise to use your agent on me when I replenish commodities this coming round and not steal a dreadnought (so destroyer, cruiser, or carrier are all fair game), and furthermore you promise that even if you win Leadership Rider you'll still take Leadership SC. It's more of a gain for you, but I at least get some consolation of your agent conversion even if nothing else pans out so it's not a complete waste.

2 > Then if you do win the Leadership Rider you help me with stalling out Leadership. I've even got a plan in mind where I'll give you some TGs to help/recompense you stalling things. If you don't win the Rider, well, so be it.
