I suspect he was going to do the same with me regardless of me putting down a PDS on Siig or not, and he just used that as an excuse. He's looking to hoover up easy fleet tokens and commanders, and I say we put this greedy little piggy on a spitroast between us.

Give credit to Twelve, he has tricked both Khell and Tapper into sending lone carriers into his nearby systems that he can pick off and unlock their commanders. For me to unlock mine I have to build 4 dreads, and he can just eat a ship and have that ability for himself. He's playing the damsel in distress routine, but within he is excited things are going to plan.

We do have a deal and I'm not taking the planets. Nothing has changed. I'm also trying to do this in a way that you also gain resources. If there was a way to unlock my commander without doing this I would love to hear it.

Khell broke the deal by placing a pds and I'm not breaking the deal with Tapper. The deal was for the planets. I didnt say anything about not trying to unlock my commander with the ships he brought in. But I also dont want to piss people off too much hence why I'm offering to do it in a way that could save his ship and gain him the planets and resources.

As far as I'm concerned the system is still his. He needed 2 actions to take them all anyway. This doesnt change anything in that regard.

And now he'll have his commander, so he can do surprise attacks late in a round using fleets that were already activated, so he can do all sorts of even more unscrupulous deal breaks in future rounds.

And the deal was for the planets. I made it clear I didnt want ships or structures anywhere near my homeworld. And as of your last action you have taken the planets. My goal is to unlock my commander not to destroy or deprive you of what has been agreed upon. I am frankly offering to do this in a way that hopefully let's you keep your carrier and gain a trade good while also making it harder to unlock my commander and doesnt stop you from taking Rigel III next round. If my efforts to mitigate your ire isn't appreciated then I'll understand I'll still give you the trade good but I'll send 2 cruisers to guarantee the victory. I'm not laying claim to the planets but the same conditions apply. The system planets are yours. The space above them not.
