No, my Lodor PDS always seems to be forgotten but then I also forgot about it this time too. But I’m less interested now that I know PDS doesn’t capture ships for me anyway, so I don’t mind if it’s skipped this time.

I was always planning on going through Atlas or the Alpha Wormhole to return home, but once D'rek put the spacedock there I had no option but to prevent a build blocking the route.
